The vanilla maps add code to the map to disable naval yards where necessary.

In any case, if you want the barrage be activated during an active storm, you'll have to use GenericWarhead to spawn an animation at very high with SW.Animation(Height) and let said animation throw ...

ProtectWithWall=no is terrible for pathfinding if the AI has a large base.

Nice update.

A possible suggestion is custom EVA for promote since I know a few mods have prompt able defenses and unit promoted wouldn't make sense in this case.
