No, but you can do it on revision 550 and newer. Go to Options -> Preferences -> Normals. Make sure "Reset Normal Value ...

Probably completely off-topic, but i always wished tiny arrows would show the normal direction, not some color gradient. But i guess that would only work if you had a 3D drawing area like in 3dsmax.

Yep. For those wondering how to add the same delay from OS HVA Builder and OS: Voxel Viewer, the value is 1000, which stands for (900 * 10) / NumFrames, where the default NumFrames is 90.
