Yeah passengers logic takes precedence and prevents deploying as a deployer, and NoManualUnload can't overwrite this behavior

Check TurretAnimZAdjust and ZAdjust of the animation (i.e. ActiveAnimTwoZAdjust)  or YSort I'm not sure.
Comparison between these numbers determines which is drawn on top of which.

No matter what number I set to the unit always turns to south before deploying into a building. Did I miss something?
