I don't have Photoshop  but it shoulf be really similar.

This tutorial shows how to make the glowing lightsaber effect you see in the movies.



1. First just get an imgage of somebody or something, best if they are holding like a stick, or a sword, or just some random oblong object (i.e. tv remote)

2. Then Create a new raster. Call it something like Lightsaber beam. You don't have to but it is easier if you are doing mulitple ones in a pic

3. Select paintbrush and choose the circle type so that it looks rounded at the ends.  it should be just big enough to cover the stick, saber, nothing at all, whatever.  
Try to make it an extremely light color of the saber you want. Almost white but just tinted.

4.  Then create a new raster (for glow effect) and set the blend to screen.  Double the width of your paint brush and pick a rich shade of the color you want.  then just draw over the blade again.

5. If you want it to make more of a glow effect, go to blur and gaussian blur.

Its more fun doing it using aftereffects on moving footage... as long as you don't mind doing hours of work on it for about 1/2 a minute of footage.
