I've edited out the SW buildings for all sides(by making their prerequisites being themselves, so you can't build a nuke without havign one already), but I need to transfer the Chinese tank upgrades from the nuke silo to somewhere else(preferably the propoganda center which is empty anyway). How do I do that?
Edit the propoganda center in FactionBuilding INI? If so, what specific line do I have to change and how?

I've tried looking at Upgrades INI but I don't know what to change there if that's where the problem lies.

Ill help you Very Happy . (No one mods Generals/ZeroHour here at PPM Laughing )

You need to look in CommandSet.ini

look for this (atleast its named this in Generals: ZeroHour):
CommandSet ChinaNuclearMissileCommandSet

not put those upgrades on these instead:

CommandSet ChinaPropagandaCenterCommandSet
CommandSet ChinaPropagandaCenterCommandSetUpgrade ;(dont remember if neutron mines where in Generals)

the upgrades are called this:
X = Command_UpgradeChinaUraniumShells
X = Command_UpgradeChinaNuclearTanks

X = This is a number from 1 to 12 (14 in ZeroHour)

Also if you want to edit the buttons (like images, text and where a button leads) you need to edit CommandButton.ini

Or some ppl have done it, but are back modding the other games, because Generals has the crappy building system...
Maybe I can make a TC for C&C 3, bringing Generals to the game, with the original C&C building system...

I'm just making tiny changes for myself, I hate having to rush to build several SW's and use them too much to blow everything up.
I want some quality slug-fests with loads of tanks etc. Very Happy

For me, having SW's in limits how many AI opponents can take on at one time, too many AI SW's and I have to pop up even more of mine to destroy them before they come up.
I wish there was just this simple "no SW" button like in RA2.
