APOC has confirmed at the EA forums that the World Builder for C&C4 is being produced and it should be released in the next weeks. Here's his words on it:

Yes, Worldbuilder should be released close to the end of the month or early April. We are working out some kinks and will be releasing it with the patch after next (early April is our intended target). Would have been great to get it out by launch, but we had to make our choices.

I figure by early April, you guys will be ready to create your own maps after experiencing ours quite a bit.

Expect the creation of mapping forums for C&C4 soon at PPM, when they release the World Builder.

Without a worldbuilder it would've been left with very little replay value. Eventually the lobby for online play is going to be deserted.

The production cost of a mapping tool is nothing compared to the increases in community cohesion and promotion of the exchange of maps. Modding keeps games alive for many, many years after the original game has hit the shelves, creating a solid fanbase that's not going to disappear within 15/20 years or so. It's really quite interesting to see how many of the 1995-2000 games are still actively being played. Notice how 90% of those classics have support for custom content (maps/mods). Do the maths, EA. Be smart and release a modding SDK, then open a webshop with novels, buttons, coffee mugs and mouse pads.

I always chuckled when I read the launch image for WorldBuilder - "the World Builder tool is beta software and is not supported by EA customer service" - maybe they should stick that on the launch image for the game too.
