Considering that all dogs bark and that Terror Drone's sounds are rather pre-established, that's not really important. At all.

I liked how they reused old sound effects. Gave it more of a RA feel.

I deny. The RA2 dog voices and the RA3 dog voices are different. Just listen them up better. RA3's ones are more filled (except the dog echo)

Terror Drone also was given a new set, the RA2 one was left in from the betas, being unused.

It was originally supposed to be an expansion pack, so that's understandable. As for re-using a few voices, why bother wasting time on creating something new when you already have something perfectly fitting for the role?
