Red alert 3 performance problem!

Ok so something awkward has happened to me in the last week and i did everything i could to fix but it didnt work,i have both red alert 3 and uprising but something has gone wrong with the performance of RA3 :

In red alert 3 my settings are:

Res:800x600

Terrain:medium

Water:medium

Model :high

Shader:Ultra

VFX:Ultra

Shadows:Ultra

VSync:off

Texture:high

The settings in uprising are EXACTLY the same but the problem is that in red alert 3 when there is a little bit of units in the screen it drops to 20 fps in uprising if a have a screen filled with units it runs at the fastest fps.

Is this a game version bug?

RA3 : v1.4

Take everything that's on ultra then set it to medium.

Well, the odd thing is , that it never happened before, if i had entire screen FILLED with animations and units, the game would run on max speed with these graphical setting,but now if there about 10 units fighting in the screen it drops to 25 fps IMMEDIATELY ,ive been experiencing this problem a few weeks ago, could be something with the VGA or something?
