The spoils of war must be kept somewhere. The Soviets use these structures to store any unprocessed ore for storage until it is needed elsewhere in the base for processing.

The ore pile in the "100% full" frame is somewhat ambiguous about whether it's convex or concave... it might look better if the pile was hiding the "rim" on the reverse side of the silo, like in the allied one.

Might be just my eyes though.
