Which one that will often to be built?

Weights are starting, minimum and maximum.

In the example, when the script fails, the delta that is reduced can go lower in the
first case. In the 2nd case, it cannot go below 115, so even if it fails several times,
it still will have a higher weight. Whereas, 1st case, weight can go upto 65 on
recurring failures, so if there are other AITriggers above 65, those will have chance
of getting triggered.

This is most important with triggers that can fail, like land rush on a water map, it is not important with aircraft by comparison.

The point of having minimum at say 10 is that the trigger will still occasionally try, because the situation might have changed to make it possible to complete this time. But a low minimum helps clear the trigger list of impossible attacks over time as well, which makes the AI more aggressive with the remaining triggers later in the game.

Technically the latter but such value differences are insignificant when the default AI ini has values between 10 and 5000.
