Yo, I'm coding my AI from scratch and no matter what I try, infantry teams will always garrison structures, get 2 GIs stuck moving back and forth between a garrisonable structure and the 'meeting point' aka Gather At Enemy Base or start attacking the building until entering it or w/e.

I've tried changing it from hunt to just 'attack anything' or even something specific but they still choose to garrison instead, is this normal? Only happens with infantry that have Occupier=yes.

Once they find nothing else nearby that can be garrisoned they will then carry out the script.

Try OnlyTargetHouseEnemy=yes and better use scripts like attack enemy structure (0,2)
instead of hunt.

You could also load them into transport and move to enemy structure.
