Interesting. Although things in red alert or ts or c&c in general have never been proportiones. Otherwise buildings alone should be like 10 times their size.

In TS, 8 pixel up are about 2.5 meters in height (which is usually the height of 1 floor on a building).
The civil buildings are all almost true to that proportion. Some vehicles as well. Trees and other terrain objects also come quite close to that size.

Maybe this info helps a bit.

I just go by the "if it looks right, it is right" rule for scaling, since the game perspective doesn't cater much to proper scaling.
In terms of voxels, better too big than too small since you can always use voxel bounds to shrink it

Yep if your gonna go for having the most accurate scale its best going the TS Scale. You don't sacrifice too much unit readability before they turn into messy blobs of idkwhatthislookslike infantry or tiny tiny units.

Combine the Unit Scale of TS with the Naval Scale of RA2 and your good to go.

Civilian buildings perhaps are "more or less" scaled... but not so faction buildings.
