This is a exclusive 3.21 bug only:


The OS SHP Builder Offset Way With Log option will always crash when you try to load a SHP with compression 3 frames. The problem happens when it tries to get the NextOffset and set the internal size of the frame. It will always create a null databuffer and crash as soon as it tries to read something from it. In short, it doesnt work with compression 3 frames.
