It would make more sense only pre-existing buildings on a snow map should have snow on them, those newly built shouldn't
I think newly built snowified buildings only makes sense on a snowing map. Anyone knows how to make a snowing map?

And since there is no snowing weather effect for RA2, hence the snow version of the Slave Miner

The Slave Miner also had Damage Frames. When the Slave Miner undeployed those cracks also magically disappeared. So Thats also another inconsistent part in the Slaver Miner being a Unit/Building too though. _________________ ~ Excelsior ~ QUICK_EDIT
Packing up pressed all the cracks together, rather simple RA2 logic people.
Also, my whole argument about snow is, these buildings are generally freshly built and it's not snowing in game, so it doesn't make sense they should be covered in snow.
As per the miner, the snow could be a bit more bright and the smoke stacks don't make sense to be covered in snow as the amount of heat I imagine they produce in the smelting process.
