And how come Nod has no silos and Aircraft don't work right? I know the TI staff would never release anything that had such obvious bugs.

Not a bug. The Nod Tiberium Reactor doubles as a Power Plant and a Tiberium Silo.

Maybe all of the pads are occupied? Sometimes, if an aircraft returning to a pad is destroyed before it can land, other aircraft may "think" the pad is still occupied, so you need to manually order them to land on that particular pad.
Also note that not all aircraft require landing on a pad, like the Nod Hornet or GT Gunship. _________________
