With Ares?
PreImpactAnim

Without Ares?
No damage in rules.ini. Dummy explosion anim as timer using Next= for a following anim doing the damage (using FlameDamage2 Warhead).
Or using TrailerAnim and TrailerSeperation to create a single art.ini debris, which can use any Warhead.

PreImpactAnim is not triggered on death weapons, otherwise you would see the glowing ball from Nuclear Missile appear upon Nuclear Reactor's explosion too.
