I have been trying to find a way to fix the issue where units that stand on a high bridge overlay, but not on the center cell, allow other units to fire at them from greater range.
This doesn't happen in TS, but concluded that it might be because there are no elevation range bonuses in TS (at least no ElevationModel section).

Basically other units gain extra range vs units on high bridges.
Is there a way to fix this? Is it hard-coded?

I think it has something to do with SubjectToElevation or SubjectToCliffs in the Projectile tags (see [120MM])

Maybe the game thinks the vehicle on the bridge is on the same height as the vehicle on the ground. I mean, the game does not consider vertical cells when it takes non-flying VehicleTypes into consideration?

IIRC, the same is true for Units on a bridge firing on units on the lower level. They don't gain any range bonus.

The function probably isn't coded in at all.
