That is due to how the game handles the numbers of impassable rows. In the case of the refinery, every cell furthest to the south-east in each column will become passable for vehicles, despite them not being on the same row. QUICK_EDIT
You still have Bib=yes set which tells the game to make all southwest *east most cells passable.
Thus no bug, but inexperienced coding.
Though such a tight foundation is bad anyway, since units/harvs get stuck much more often. Units on passable Bib=yes cells at least try to leave the building cell by default (or avoid moving on them in the first place), thus making room for any approaching unit that wants to dock there. _________________ SHP Artist of Twisted Insurrection: Nod buildings
