Just make the new units/buildings in rules.ini and they should be there.

It doesn't work like that in the new terrain types... One, the terrain must be in a Ecache.mix (Ecachemd.mix for YR) to work (Or in your directory). Two, for the terrain, you must edit Temperate.INI or what ever theater ini your terrain is going to. Rules.INI only affects the superweapons, units, buildings, overlay types, weapons, houses, just so much... But all terrain adding and taking away has to be in the ini for the theater you made it for (Snow.INI for example)... Now of course you could be replacing the terrain, so if it's a replacement just put it in a Ecache.mix or in the directory.
