Decided to give you guys a bit of an update.. since the TSTW forum seems too quiet right now.

EDIT: The Ioncannon beam-like thing is actually the GDI (S)olar (S)atelite (U)plink. Let me explain:

GDI has put into orbit a giant solar panel, that support the Ion cannons in-space. However, it has the ability to transfer a part of the energy towards earth in the form of microwaves. (That's the beam you see) Obviously, your base needs a receiver for that, so that's were the SSU comes in. You can only build one, as there's only one Solar Satellite, but, it provides you with a direct uplink to unlimited energy... no more having dozens of powerplant in your base to power your superweapons and research labs. However, this thing has a weakness. The AI targets it a LOT. And since it's just one building, be sure to defend it. Received power also drains as the receiver gets more damaged. So be sure not to rely to much on it..

Hmm... I can't help but notice that mutants were actually opposed to tiberium-based weapons in TS, since it was the cause of them being mutants and would eventually lead to an excruciatingly painful death for all of their people #Tongue

There are inumerous tribes/clans of mutants... although many of them may follow the command of Umagon or whoever replaced Tratos, there are chances of tribes that have other ideologies... so, it wouldn't be that wrong in the world of TS if he doesn't place Umagon, GhostStalker or any known mutant hero on it.

But, I have to remember that this mod, likewise many others, doesn't follow strictly the storyline of Tiberium Series.

Indeed, this is after Firestorm, Tratos is Dead and his half-brother (whatever #Tongue) named Kratos is in charge.. they have decided to accept tiberium as it is and to use it in their weapons.

Btw, i believe the NCM storyline even states the mutants were opposed to the removal of tiberium.
