Yes, new Yuri vehicles. These two vehicles are new to Yuri's forces. However, they are not additional forces as they replace previous units.
The smaller one is Yuri's brand new Arctic Hammer, which fires icy weapons of doom. It uses a wavy beam against infantry, freezing them solid and it has a cannon shell that fires solid balls of liquid nitrogen that damages vehicles and structures. The Arctic Hammer costs $1000 and requires a War Factory and Radar Tower.
The larger one that looks like a mutated version of the Soviet Apocalypse tank is Yuri's new Devastator. And it does exactly what you think it does - it devastates. This particular vehicle uses conventional cannon shells, but its resulting explosion is comprised of weaponized lava. It is seriously devastating like the Soviet Emperor Tank, but it cannot fire at air units. The Devastator costs $2000 and requires a War Factory and Battle Lab.

And here we have this big Soviet bastard. This is a brand new addition to the Soviet arsenal. It looks very conventional, but is not. The Soviet Iron Claw is their attempt at weaponizing the Iron Curtain. It's quite potent, but does have its downsides. Chiefly, the weapon damages anything caught in the blast radius, friendly or not. The vehicle itself is somewhat fragile, which is unusual for a Soviet tank. In any case, the Iron Claw costs $2200 and requires a War Factory and a Battle Lab.

The Storm Tiger is the Allies new basic tank. Rather than packing a tank shell, it fires a short burst of rockets. However, it is no weaker against armor because of its weapon system. On the flipside, it gains a slight edge on infantry attacks, but loses out a little further on structure attacks. The Storm Tiger costs $700 and requires a War Factory.

This is where the Allies sent their early game armor attacks. The Guardian Tank is a sturdy battle tank and quite capable of turning vehicles into scrap and structures into piles of rubble. Infantry damage remains the same as a standard fare tank shell. Despite the improvements, Soviet armor maintains a slight edge. The Guardian Tank costs $800 and requires a War Factory and Radar Facility.

The Soviets have some new early game armor designs. The Rhino Tank has been much improved and the Flak Track is barely a shade of its former self.

I agree on this one - the RA2 veterancy symbols are more cohesive and look better when a veteran unit is placed next to an elite. Your mod though, so do as you will.

If someone thought that those symbols are real ranks then that is ridiculous. I doubt a tank commander or captain of a ship is a private. No, they shouldn't be taken as actual rank symbols.
If you want to make an actual mod like that, go for it, but don't bother everyone else with it.
