So recently, I've had this situation on my computer itself. But it mostly affected games (TS, YR, Generals, but not really RA2). Every three minutes (or so...it's an estimate), my computer goes from it's regular speed to a "slow mode" where it lags for another 3 minutes (still an estimate). Then it returns to normal speed, and just loops like that forever. It doesn't happen on the internet (at least I don't think so, if so, it isn't noticeable).

Now, I had not done or downloaded anything that could significantly cause this. And I don't think it's my PC specs, since it never happened before. Though I am running XP still.

Intel(R) Celeron(R) M CPU 430 @ 1.73GHz
1.73GHz, 1.99 GB of RAM.
My only theory is the fact that I have under 10 GB of hard drive space left (I only have 64 GB total, and I'm sure there's a lot of useless crap I should delete).

Try deleting some junk and defraging your harddrive if you have the time.

I believe your computer is overheating, when the processor gets hot it underclocks its speed to cool back down. I assume it takes 3 minutes for your processor to heat up and cooldown before it speeds back to normal and repeats the process.

Check fans/water cooling systems on your computer to see if they're working properly,and try to reduce heat sources(sunlight,other appliances,etc.)in the room your computer is in.

I have a fan, but I've never had any need for it. My laptop is pretty old, and it never overheats since it doesn't have to work so hard. All I use it for is the internet plus documents I type (which have existed since my Windows 95 computer so they have no problems running). But, I've noticed this happening ever since I ended up with under 10 GB of disk space. I know the perfect folder to clear up which probably holds 1 GB of space alone, so I'll see where that leads me.

Computers power off when they overheat, not speed up or slow down as that would cause more damage than simply powering down.

I'd also check if Windows still use the HDD in ATAPI mode (you might gonna laugh but once my PC went to a halt because Win gathered enough read errors once to fall down from ATAPI 3 to PIO 5 in HDD handling and it started to use the CPU to enfasten the reading)

Some modern CPUs (like the Intel Core series, at least the Core 2's) do slow down when getting too hot. If they still get a bit hotter despite throttling themselves, then they will power off.

Yeah that's the thing. I am getting a new laptop (but we already have it, it's just being given to me) within the year. My computer, with only 1.99 GB of RAM, I don't think it can be upgraded anymore as far as RAM.

However after successfully deleting 4 GB, I have seen no difference in this problem and my computer has felt a tad hot lately. And I haven't pulled out my portable hard drive yet where I could get rid of another few GB. I may try to use a fan if that would help.

EDIT: Turns out that overheating was the problem. My laptop tray had broke, and therefore (at the same I got under 10 GB which made suspect that as the problem) I had to use my laptop in the middle of my rug, which must've made it overheat because it wasn't until then that my laptop started feeling hot. Now I found a table so yeah I got it working lol.

you were setting your laptop on a rug? Laptops run hot on normal surfaces, setting it on a rug most likely tripled your heat and may as well have done damage to your cpu and other parts, if not drastically shortened its life span. Get a laptop cooling center, they are cheap!
