2. Although the work is a storyboard and clearly not concept art, the tanks are clearly the tick tanks from the concept sketches/renders and the orcas are clearly orcas (and TS design with smaller rotors near back)
3. The base being attacked is GDI (as tick tanks are attacking it and orcas fly from it on the last emp scene (which is also the piece that made it to FMV).
My point being that although the storyboard is a rough sketch, the concepts it is based on were at that time fairly well defined.
Now the first half the the storyboard (the bit which was cut) centres around the 'Pulse Cannons' which are gdi and if you read the script also have a residual EMP effect as well as causing damage. They are shown in most of the scenes but in greatest detail on the top of the 2nd image.
I think it was just a clip, showing how to use EMP pulse cannon as a tactic, enforcing player to use this tactic against enemy artillery. To enhance the game experience.

The pulse cannon storyboard is actually a cinematic in TS. A GDI EMP Cannon fires at Nod vehicles, including some artillery, and then Orcas strike them. QUICK_EDIT
