I made the small weapons arms warhead (the one used by conscripts and gi's)  to have no effect when it hits tanks (tank sustains 0 damage). The rule works in all other maps except for a map i am currently making myself. What's the problem? In this map, the tank takes damage when hit by the gi's or conscripts. Please help

Looks like the whole rules INI is included in the map itself making it more than 1 mb.
It redefines the warheads like SA or SSA which will override what is in rule INI. The
weapon will use the associated warhead that is defined in the map, not from rules.

Remove those sections to correct it.
