UseNormalLight=yes
CustomPalette=FORCSHLD.PAL
Layer=ground
LoopStart=0
LoopEnd=1
LoopCount=1350
Rate=200
TranslucencyDetailLevel=1

Wrong background color
open the SHP in SHP Builder and make sure the background is using color #0

Using
Translucent=yes
and
Translucency=75
is wrong. Either one or the other, not both.
Translucent=yes tells the game to make the anim fade out over time (it starts opaque and fades out to complete transparent over the duration/length of the anim)

Translucency= tells the game to draw the anim for the entire time in the specified transparency.

LoopStart=0
LoopEnd=1
LoopCount=1350
Rate=200
This is unnecessarily stressing the engine by drawing/refreshing 1350 times the same frame. Use the Rate key and let it draw the anim a lot less.
Framecount / Rate * 60 = duration in seconds.
So in your case you want it to play for 405 seconds.

LoopStart=0
LoopEnd=1
LoopCount=7
Rate=1
This draws the SHP for 420 seconds, but needs to redraw only 7 times.

Ah, it looks like those intended for alphaimages frames from wayyy back.

Anyway, not sure what you expect LKO or anyone to try fix in it, background is set to zero as expected but as far ingame shot shows, its like wrong palette is used or its a very very bad conversion which requires to redo whole thing from source art.
Can't fix something from broken shp if its colorally messed up and lack of pal not help either not that it matters.

You need to learn to convert these things properly from get go is the only good course of action, after fixing is often not so viable.
