So I want to make some sort of like "Westwood style" cameos like this Psychic Beacon cameo and the other building cameo made by Nooze below. I don't know who made the Psychic Beacon cameo but I'm pretty sure it's not from Wsstwood. Is there any program or some sort that I can make "Westwood style" building cameos?

There are several image packs with WW style cameo backgrounds, as well as templates for the text & glass effect. Use them in any image editing program (GIMP, Photoshop, OS SHP Editor) & experiment with resizing/shaping the building until you have something you like.

So it's all simple resizing? Honestly I do that too when I'm making building cameos but usually turned out bad and out of place from the rest of the cameos.

I gave you my cameo example, not like Westwood's, but similar.

Pretty sure it's not only resizing that is required to make Westwood like cameos. Lighting and coloring here is the main role. You light some parts in angle that you desire (and match with the background) and make it's shading so it will look like contrast. About coloring, you match your color with the background that you use.

To make a good cameo for a building you need to have its source 3d model, then you can render it from appropriate angle and adjust the background. Otherwise you can only resize the original buildings and put on cameos, but that's not what WW or Nooze do.

Yeah I know the easiest would be having a 3D model of a certain building but unfortunately I don't have.

I can totally understand what you mean because I tried to do that too(Blending the building to the background and such) but usually fail. Haven't tried adjusting the lighting yet.

Here's my building cameo attempt. I can't tell if this looks out of place since I just made this up recently.

add shadows on where the building is supposedly casting them. Adding details on the ground also helps to make the building blend in more.
