How is the ra2.csf initialization error fixed?

There are plenty of threads on various sites, asking for a solution for the apparently widespread problem of ra2.csf failing to be initialized when attempting to run ra2md.exe. I couldn't find any thread in which a solution to that problem was proposed, though some in which the OP reported the problem to have disappeared, without the slightest hint as to what s/he did to achieve that. I also found a video suggesting running in compatibility mode (which did not solve the problem for me either). What causes this issue and how is it reliably made to disappear? Given that it completely disables playing the game, the frequency of it occuring and its apparently very arcane solution, would it be worth asking for a fundamental hard-code fix via Ares?

Oddly enough, I got this error on my XP SP2 on the HP Mini. But only after the first run. Rerunning worked flawlessly.

It should be noted tho, that the error was re-encountered for each new account the game was launched with.
I haven't tested with non-admin accounts on XP SP2.

It's not a CSF error, but an EXE error. This won't be able to fix it.

But do feel free to prove me wrong.
