I make Virus with rifle and bombs. But Virus must shoot enemy infantry, place death bombs to friendly infantry (and buildings, ships and vehicles) and blow up bridges  and enemies (exclude enemy infantry, because she shoot they). But I can make only Virus, who can shoot all infantry and cannot blow up bridges or who can blow up bridges but cannot place eath bombs to infantry.

ok, nice

btw, if there is a question hidden in there you need to put a ? at the end of the sentence. A word like "how","what","where" to start the sentence also helps to identify the question.

AffectsEnemies=no won't actually prevent the weapon from using that weapon against enemies (it just makes them immune to the damage. I guess this must have been where the OP had trouble.

Wouldn't it be easier to copy-paste the relevant codes from TANY or GHOST and their respective weapons and modify that?

Like, copy TANY, and give that copy the Virus' sniper rifle (to replace the dual pistols).
Give it Image=Virus.

I make normal Virus with Ivan's like bomb. If I make she with Primary=VirusGun and Secondary=VirusBomb, she place bombs on buildings and vehicles, shoot infantry, but not place bomb to friendly infantry (I want useful Virus with all Ivan's functions) and not place bomb to bridge repair hut. If Virus have Primary=VirusBomb and Secondary=VirusGun, she place bomb on bridges, but not places bomb on friendly infantry (or place bombs to all infantry and not shoot, or shoot all infantry and not place death bombs to infantry). How make useful Virus from my idea? Maybe, I could make this Virus, but only if infantry can use three weapons.

It's not possible to make weapons target enemies & allies differently. You can only disable the damage/effect of a weapon against allies & enemy units.

I don't think even the effect is completely negated by that flag. For instance, a submerged friendly unit can be targeted for a while if it falls in to the CellSpread of a warhead that doesn't 'affect' it.

The same goes for enemy weapons that shouldn't effect it. It doesn't damage or attach an AttachEffect, but it will decloak.
