can anyone tell me what is wrong with this code. the cameo does not show, even though it has one and whenever  build one and it is about to finish, the game crashes.

If the cameo is missing then the game cant find it & the unit crashing when being built can be caused by missing/corrupt hva files. So double check that they are in the mix file correctly, you can also just put them lose in the RA2 folder to test them.
