Threat Rating node is always yes whether you give it to any building or not, so Dumb* values are never used by the game. Out of the remaining, TargetDistanceCoefficientDefault affects the target selection in AI Script Actions of attack targettype (0,n). Others seems to have no affect.
AI's unit to unit response is controlled by Aggressive and Suicide combination for the movement related scripts. If a unit is in guard/area guard mode etc., the target selection when multipe units come into range all at once is calculated purely based on coordinates. There is no effect of the threat rating values. The preference is to select the target that is far from itself out of those in range. The calculation given in ModEnc doesn't work.
ThreatPosed is used to calculate the cumulative threat on a cell which is used in the target selection of buildings in AI scripts using the structure number script actions and cases like AvoidThreats. QUICK_EDIT
