AllowParallelAIQueues=no and how AI build aircraft.
Subject description: With more than 1 Airfield.
AI won't fill up the other Airfields as they are always fixed to build ONLY 4 aircraft. Sometimes, for some unknown reason, they build at least 5 or the rarest is 6. But yeah, once again, they don't fill up other Airfields.
My only best solution here is to revert the AllowParallelAIQueues from no to yes again but the problem is this will affect other factories, particularly and especially, multiple War Factories.
Also, I'm using other duplicates of GAAIRC buildings such as GAAIRC2, GAAIRC3, etc and I'm not using AIBuildCounts tag because I find AI building path not really reliable if I use that tag as they tend to take some or really long time to build whatever building after GAAIRC. Also, I prefer using duplicate building entries in order to insert other duplicate buildings with a BuildTimeMultiplier=.1 tag.
Anyway, I don't know if I should a make a request on fixing this behavior or maybe make AllowParallelAIQueues more specific like if this affects to Barracks, Factories, Airfields, etc. QUICK_EDIT

Defaults team Max is 1 so AI only builds one team and doesn’t feel the need for another team because it already has one unless you enable factory clone so that it “unwillingly” duplicates teams. _________________

I have two buildable aircraft, let's say both Harrier and Black Eagle. I have taskforce for 4 Harriers and another taskforce for 4 Black Eagles.
The issue is, if AI build like 3 Harriers and 1 Black Eagle, they won't build anymore aircraft. In order to correct this behavior, I just have to revert the AllowParallelAIQueues so they could just clone aircraft instead.
And oh how I wish there is also cloning for aircraft so I don't even have to revert the AllowParallelAIQueues and I can still make AI build multiple War Factories. Ares-exclusive cloning is only available on vehicles. QUICK_EDIT
Add more AI scripts using differing amounts of aircraft. For the AI in D-day I use different scripts for each difficulty with the amount of aircraft increasing with each level (easy 1, med 2, hard 4). The scripts are not locked to each difficulty but instead with each level the amount of scripts increases, so medium AI can build 1 or 2 & the hard 1, 2 or 4 aircraft etc. With this system if the AI is unable to build/use the larger script for whatever reason, it will instead revert to the smaller team & keep attacking. _________________

I've done similar, set the teams to passive acquire, and they'll use whatever combination they can find.

I took a similar route to Mig Eater, in allowing easy and moderate difficulty teams to compliment brutal teams.
Having smaller teams of 1 or 2 aircraft helps greatly with dissolved teams that often results from the AI buiding multiple teams of different aircrafts together (in your own example, it builds 3 Harriers, and 1 Black Eagle, on an airbase with 4 slots, leading to both teams being dissolved cuz they don't have room for the full teams)
Besides, it can be extremely satisfying to see the Ai bomb two different parts of your base simultaneously in the same bombing run, overwhelming your air defences. QUICK_EDIT

Sorry but I might be nitpicky about your suggestion. I've already thought about your suggestion before. However, I still want AI build more airfields for the sake of building aircraft faster. Also, it's very not idealistic for me. Either way, it's still kinda disturbing for AI for not filling up other airfields.
Unless your next suggestion might be creating another copy of that aircraft for AI purpose only and decrease its BuildTimeMultiplier. Can't I just still have a way for wanting to make AI build more than one airfield and they're filling them up? This is not just simply for making AI build aircraft faster at the beginning but at late game when AI built tons of factories, which that includes airfields. QUICK_EDIT
