So the real Yuri is nowhere, he shifts between the bodies of his people. And more of the thinkning elite come closer to his power, this means that he is really nowhere. Consider "The Psi" as an united organism...
"The Psi" have two types of members - vegetable-minded warriors like brutes, suicide terrorists, etc. and thinking elite like initiates, psi-corps troopers, etc. Thinking elite can promote themselves to a higher level of knowledge and harnessing of the psi energy. Warriors are high in numbers and are just a gun-meat. They do not even realise what do they do, they just follow the orders of the thinking elite which is unite. Because its unite, there just cannot be a conflict inside the circles of "The people of Psi".
