Adding things

I'm completely new to this, and i was wondering how to add a new unit, building, and even a whole side.

RA2 Tutorials database at Acid Vat-also hard to find something, but there should be also the most basic tutorials you need
Download Deezire INI Guide (Many outdated stuff, but most complete guide)

Use links from this site and Google.
And read rules/rulesmd.ini . If you dont know whats that, you need XCC Mixer. download it, and open RA2.mix for RA2, RA2md.mix for YR or Ecahe or expand file (I dont remember which) if you have YR with patch.

DO NOT USE TibEd! It will screw your files. Always use Notepad/Wordpad (or DCoder INI Editor, when finished)
