how do you convert a jpeg file into a shp i want to make cameos for my tanks

rename your (eg.) jpeg to xxxx0000.jp(e)g (xxxx is the name)(and ffs, don't write fully "jp(e)g", only .jpg or .jpeg)

then use import in OS SHP Builder.
