RA2's videos are not VQA, they are .bik (Bink Video, by Rad Game Tools)

Download the Bink and Smacker program from their homepage and see if you can convert it to an AVI or just use the player to watch the videos.

I believe XCC Mixer can convert VQAs to AVI, you should also heck the XCC AV Player.

Why on earth would you want to convert to wmv format? A proprietary format that only windows can play legally? Just make it an xvid avi and then any mp4 compliant decoder could play it.
