is it possable to convert a gmax file into a 3ds max file?

sure it is.
steps for doing so:
1. open your Gmax model in Gmax
2. open 3ds max.
3. use Alt+Tab to see what you gotta do
4. have fun (Muhahahahahaaaaaa!!)

First of all, does Gmax Export (not save) to .3ds?

If not, you're out of luck. What you can do is try to find 3D format converters that will convert from "one of gmax's export formats" to .3ds

Or, go get 3ds max for yourself. It'll be so much easier in every way.
