Changing colors in RA2?

I've seen lots of mods change the color values of the remap, but I can't for the life of me find a tutorial on it or figure out to do it myself. Can someone help me out on this?

Don't forget that the colours on that list are HSL. NOT RGB. If you have a good image editor (PS, PSP), then you can pick a colour in RGB and it'll show you the HSL (Hue, Saturation, Lightness).
