Ok, I have never modded Red Alert, and I don't really plan on it.

But, for a different mod I am making, I was wondering how you extract the images of buildings and units...

Buildings I can get from screenshots, but not animated ones (takes to long).

Is there a way to get the units and buildings from RA2 (or any command and conquer) and convert them into .bmp (or .jpg, anything editable really)?

Yes. Get XCC Mixer, that page tells you how to find the right palettes for files, extract files from the game, and convert them to an editable format like PCX.
