Unit names not showing for RA2 & TS

Whenever I try to see the unit name or unit cost on the screen or sidebar, nothing ever shows up on TS or RA2. Could it be becouse of my XP service pack 2?

NONONO! Go to Options (both games) and select "show tool tip". That'll fix it.

I have that selected. Oh, in RA2, the tooltips show but the unit names in the battlefield don't appear.

This has happened to me before not only in nearly every game that has tooltips, but in non-game programs as well, and even in plain Windows with nothing else running. It has, in my experience, been a random hiccup in the system, but if it's happening to you consistently, then I have absolutely no idea.

It's not about the tool tips, it's something beyond me. I'm sorry but I never found out how to solve the problem other than when I reinstalled Windows XP (not because of this problem of course).
