How else do you expect such a tool to work?

Compressing files is doable either by applying a compression algorithm like ZIP (lossless) or by removing certain parts of their contents like OGG or MP3 do (lossy). The game does not support loading data from ZIP style archives, so lossless is out. Which leaves you with lossy, which, surprise surprise, means you have to remove data from the map to make it smaller. E.g. delete blank lines, comments, tube ends, and other useless content. After that, you can't compress any further without removing important content like water/cliffs. Doesn't take a genius to figure this out...

Smaller? A very detailed map with a lot of triggers MIGHT pass 300KB? If you flip out and fill the entire map with junk, in layyers, makes hundreds of useless triggers, I don't think a RA2-map EVER will get pass 1000KB (1MB)
