The game is prone to doing such when the copyright protections within the game have been damaged, or your registries are not existant or invalid. Avoiding those situations will most likely avoid such situations.

its just the health on .ini it spasez up sometimes check it if not you have to reinstall Crying or Very sad

I actually have no idea why you would think the INI file would cause everything to blow up, and Windows XP has nothing to do with it at all.

The "everything blows up" is a copy protection instituted by the game makers, whoever it was, so you couldn't easily just move the game around and play it anywhere. Most of the time, if you move your RA2 directory, without proper registry edits, you'll encounter this error as well. It's been thought about for RP, but disabling the copy protection would make RP nothing more than a no-cd with it's combined TFD support, and would be illegal under some situations.

the rules .ini worked for me it said like
conscript
health=0
anyway it might of just been with me

I dont think so, I had that 5-seconds-after-game-starts-everyone-dies error many times when I stil lhad RA2 and I'm pretty sure it can be caused by some bad coding not because you changed every unit's health to 0.

although, now I understand why you just can't C&P RA2 everywhere
