But it can not be edit. Anybody know how to generate [Digest]? It's like checksum or hash and always using in maps...

Did you try to delete Digest?

1)If you want I can generate Digest for your file.
2)try FA2 or FS.

well... i tested it and they work, LangRule.ini and LangFS.ini, it also seems LangFS.ini does not need a digest... where LangRule.ini does.

PS. also LangFS.ini read a image= flag on [HVR], VK i think you was right when you said it acts like a Rules/Firestrm.ini. could be used as a patch file maybe.
