Depends, RA2 or YR?

In RA2, there is one palette file, mpls.pal, and all the loadscreens read it. It is found in load.mix. If you're speaking about YR, then each loading screen has their own palette, usually mpls**.pal, where the astericks are the abbrevated name for the country. (mplsg.pal would be Germany, etc.)

Also, you can't just add a new country in RA2, you'd have to replace one. And, in YR, you would need to use the Rock Patch to enable this. http://modenc.renegadeprojects.com/RockPatch_Docs:Adding_new_playable_Countries is the tutorial page upon how to do this.

Wow, you got more sides to work in RA2? O_O You must PM me a bit more with some codes and stuff you have, as the way you did it I've never heard of.

The link is the tutorial if you're using the Rock Patch, and uses a different system than what you're using.

[also; not offtopic due to relevance of the loading screens for nations, etc.]
