A place to ask for help, yes. A place to ask for ideas, no.
The whole point of a mod is to alter the game in such a way that meets your needs, your wants. Surely you must already have enough ideas otherwise you wouldn't have wanted to start modding in the first place.
If people have ideas, why should they share them with anyone when they could use them themselves. QUICK_EDIT

what makes a mod special is imagination of the author, do not worry about what other people want. do what you want in the mod and if you put alot of work in it, it will be enjoyed. so do not bother asking for ideas, a typical new units, new infantry, new buildings, etc. will do it. just add something NEW. something that even you would like. if you make a mod you no longer enjoy, you will lose interest. i have about 5 different mod ideas (one is really stupid) and losted interest in it, just because i thought what other people wanted. instead of making a mod fun for me, i worried about everything, like campaigns and so fourth. if you do things on your own style, you may be surprised on what may happen.
