1 - Is done by invisible light posts, in this case the Red invisible light post, just look at its tags and values, you can attach those to any structure.
2 - Is done with an "Alpha Image" there will be a tag that defines which Alpha Image a particular structure can use. In this case "AlphaImage=ALPHATST".
This is really basic stuff, I recommend reading this if you're that new to T.S. / R.A.2 Modding.
Also, as Phobonaut said, read the topic where you got the picture from as it has a work-around suggestion.
