No, the ini checker checks your ini's for error as far as I can remember.

thenks . i have another issue !!
i cant download this :DCoders AI Editor
this is ini create and i found it in modding tools and when im clicking it it give me : file not found !!
do u have other link ??

Yeah that's correct though it doesn't detect every possible error, only particular areas.
Adding new units, Vehicles, Aircraft, Buildings etc. Is really simple, there are tutorials everywhere just use the search function or even google...
