So i've only just got 3ds and i'm learning the whole modelling thing, which is going ok so far. But i don't have theskills to texture andmake my units/buildings look good

Anyone able to help? I only have the one model done atm, but i'm hoping to get a new one done every 2-3 days.

Unfortunately the C&C3 modding community is very small. The few talented people we have are already working on their own projects or would be more likely to join a large in-progress mod rather than a small just-started mod.

The harsh reality is that you're going to have to learn yourself.

Now if you complete your mod with lesser-quality assets but can show that you have good, fun, gameplay, a good asset artist might be more likely to join to replace the assets with higher-quality ones.

Skinners are so rare all of them are working on their own mods already. Your best bet is to learn yourself. I know it's hard, but that's better than sitting around all day waiting for a skinner.
