i need help with my rules/art.ini can you help me by telling me how to fix it or fix it for me?
because this is what happens when i try to play.

Judging from the screenshot you added an extra faction, which isn't functioning properly. I don't have time to look through your rules.ini file (which is most likely where the problem is), although I can suggest a few things... Since this is your mod, you should know what changes you made last... Try undoing those.
Did the new faction you added ever function properly? If not, there's a couple tutorials around PPM on how to add a new faction.

If you really can't recall what change caused this problem, the best thing that's left for you to do is backing up your rules.ini file and then placing an original (meaning without any modifications) rules.ini file in your TS directory and then starting TS to see whether it works.
If it works, start copying everything over from your mod's rules.ini file and replace the code in the rules.ini file that's in your TS directory with it now (make sure you only copy small bits at a time). If the crash happens again after copying something specific over, you'll know the cause of the problem.

If TS still wouldn't work after placing an original rules.ini file in your TS dir, try placing an orginal art.in file in your TS dir as well. If it still doesn't work, replace any of the other files you replaced with the original version (1 file at a time) to find what file is causing the problem.

I think you edited the price of your units. That's what happened to me when I did that. If you edited prices of any units, change them back. If you add a new unit, check it's properties.

I just had a look at the rules.ini file... The problem is quite obvious; you made the [Special] house playable. The Special house, just like the Neutral house, can't be made playable because of certain hardcoded features it has.

The first thing you'll have to keep the game from crashing when it loads is restoring all code concerning the Special house back to how it was originally (you don't need to remove the buildings and units you added however).

Once you can play skirmish without having it crash while loading again, add a NEW faction. If you need help with doing this, here's a tutorial:

Once you've done that, make the new faction you added the owner of the new buildings and units you added before.

Considering from what I see its not responding.
That happens to me too did you try waiting on it to see what would happen.
TS doesn't just stop responding it gives you a pretty IE window and laughs at you.
I have to wait a least 1 minute before anything loads for me.
If you can't find the problem do like me start over from scratch.

Hydralisk. Editing prices of units DOES NOT cause IEs. Unless you somehow managed to do it incorrectly. Which would indeed be hilarious. Chances are its something else.

Sometimes TS can just freeze without giving you an error window at all...
Anyway, like I said, I had a look at the rules.ini file and getting an internal error is the only possible outcome with it, so his game obviously isn't just loading slow.
