That's meant to be the idea. If you've played TD and watched the intro you'd understand. Anyway it's set to 20% transparency.
Also the quality isn't perfect because of the 256 colour palette. If I ever make a TS version of this (which I most probably will) that will have brilliant colour quality because it uses 24 bit pcx files.
