You don't create them, you edit them. You can edit them with just about any text editor.

1) You extract it from the game.
2) It already has all the stuff in it.
3) Notepad comes as standard with Windows.

Go to the button marked Start

Click it.

Now go to Programs.

The text editor is under one of the tabs in the programs list. Once you've found it, click on it.

"Westwood is not working?" What the hell is that supposed to mean? Westwood was the developers of this game.....

Windows already have text editing programs, notepad and wordpad.

and click this link and read everything in it.

Please stop copying Icy and DCoder on their witty comments, it's annoying, find your own way to be witty.

To thread starter:
I suggest you mess around in the rules.ini. Just have some goals, try out tutorials etc. For a start, just try to make units cheaper, weaker or maybe change their graphics? Later, you could try changing units' weapons. When you start getting a basic grip, try adding custom units, for instance try adding a naval factory.

keep posting in this topic as these are all beginner questions.

what do you mean with "color mission"? Confused
from where do you got your rules.ini? Do you really extracted it from the games mix file? If you use a rules.ini from a mod, it's no wonder that the game crashes, because the mod definitely has new units, which needs their respective additional graphic files (which you don't have). So make sure you use an original rules.ini and not one which someone else modified before.

No....

You use XCC Mixer to open .MIX files and extract files contanined in them, all the game files are storied in .MIX files including ALL the .INI files you must extract .INI files from the .MIX files of Tiberian Sun, the RULES.INI file is stored in TIBSUN.MIX and it's the RULES.INI file you are looking for, to edit the RULES.INI you must use a test editing program....

You may also edit other .INI files BUT it's the RULES.INI file that has all the unit settings.

hope this made sense to you....

No....

You don't open ANY .exe files. OPEN TIBSUN.MIX (located in the folder you installed Tiberian Sun) with XCC Mixer then open LOCAL.MIX (which is inside TIBSUN.MIX) and extract the RULES.INI from it..........

He explained everything but yet you make the same mistake AGAIN!
Let me see.....
1.Open XCC mixer
2.Use XCC mixer to open TIBSUN.MIX
3.Inside and let me repeat INSIDE open LOCAL.MIX
4.Scroll down until you see the .INI's

Or just download those INI's up there PLEASEeeee....
Another thing is SPELLING what are Spanish,French,Portuguese,Dutch,Japanese?
What are you?
I think I'm gonna log out and go and play Luminous Arc 2.
